Report– Dec 01, 2002 Land development alters the natural water balance. When natural vegetation and soils are replaced with roads and buildings, less rainfall infiltrates into the ground, less gets taken up by vegetation, and more becomes surface runoff. The purpose of stormwater source control is to capture rainfall at the source (on building lots or within road right-of-ways) and return it to natural hydrologic pathways – infiltration and evapotranspiration – or reuse it at the source. This report provides guidance for local government staff and developers regarding where and how to implement various source control options.
